Freebies or Rights?

The panel discussion titled “Freebies or Rights?” explored whether state-provided welfare—such as healthcare, education, and pensions—constitutes mere handouts or essential rights needed for a dignified life. Drawing on two decades of research from Prof. Reetika Khera’s work on social protection, the session examined the impact of welfare policies on everyday citizenship and democracy.
